Financial Instruments in Practice: Management, Control and Audit toolkit

On a mission to maximise FI potential, through optimal design, implementation, reuse of reflows, and diverse funding streams.

Time & Location

14 Sept 2026, 08:45 – 15 Sept 2026, 16:45

Naples

Description

Financial instruments are designed to mobilise additional public and private finance, recycle resources and address market gaps that grants alone cannot fill. Yet, despite reported successes, there is a historic underperformance in their use in cohesion policy and agriculture. Overcapitalisation, sub-par exploitation of reflows, lack of leverage, and crowding out by preferred grants and subsidies are some of the cited culprits.

How can we optimise FI’s potential, today and post-2027?

How do we address the weaknesses in ex‑ante assessments, governance, controls, monitoring, recovery and the limited effectiveness, absorption and reuse of repayments?
