Financial instruments are designed to mobilise additional public and private finance, recycle resources and address market gaps that grants alone cannot fill. Yet, despite reported successes, there is a historic underperformance in their use in cohesion policy and agriculture. Overcapitalisation, sub-par exploitation of reflows, lack of leverage, and crowding out by preferred grants and subsidies are some of the cited culprits.
